missing air filter hose? 200

I have a 1992 245 wagon. There is a angled plastic hose coming from the side of the Air filter Box -- Where is this supposed to lead to? My short piece of hose from the Air filter box is just lying disconnected from both ends?

The other question is the Pre-heater hose is missing. I was told by someone that these are not really needed and if you look at most 240's they are cracked or missing all together...
