Why is the timing off? 700 1990

A friend of mine has a 765T with that newfangled LH-2.4 stuff. All is well except for a few things. The most server malady is the timing which appears to be about 20-23 degrees BTDC.

On a car with fixed timing, what can cause the timing to be so far off?

My first thought was maybe a plug wire is connected incorrectly, but supposedly they're all on the right leads. Is it possible to check the alignment of the crank position sensor without pulling the transmission?
