86 240 Speedometer - Mechanical or Electrical? 200 1984

I have a 86 240 wagon with 240,000 miles on it.
I have an electrical problem and suspect a short.
The speedometer is analog (with the dial). When stopped at a red light, the speedomter gives an indication of speeding up and slowing down although the car is at a dead stop. Could this speedometer be electrical? I never heard of an electrical speedometer that had an analog indication.

Can anyone give me a sanity check on this. Is my speedometer electrical or mechanical.

If mechanical, what would explain the weird indications while stopped. This erratic speedomter stuff started the same time as my short.
