exhaust pipes don't fit? 700

Have any of you ever seen a Volvo front muffler pipe be just too big for the pipe coming back off the cat? My cat is Bosal, and its pipe heading back is just a little too small to really form a seal with my new Volvo front muffler. It seems like the clamp just can't get tight enough. Should I just go get it welded?
