valve adjustment shims? 200

hi there just started to put in my A grind cam and redrilled cam gear. and everything else. three seals, timing belt, tensioner, valve cover gasket, and gasket for seal retainer. cam lube. and yes i will reseal the rear cam plug. i have read this subject to death, but have only done a timing belt once about a year ago with a little help from a mechanic friend. car is a 87 245.
the bentleys manual states for the valve clearance.

cold engine
checking 0.30 - 0.40
adjusting 0.35 - 0.40

my engine is cold. does this mean when i am done it must be within the adjusting range? or can i fall within 0.30 - 0.40 range? am i better off in the lower part of this range or the higher part of the range? also correct me if im wrong if both cam lobes on # one cylinder are pointing away from the buckets kinda like ten o clock and two o clock this is 100% proof positive im at t.d.c. on compression stroke. i feel pretty confident that i can correctly complete this job, but reading is not doing as you probably know. i might have more questions tomorrow to dark to work now. i hope i can finish sometime tomorrow. thanks for your time. :-}
