Yelp!! My 'new' 245 is an environmental disaster!!! 200

I mentioned gas smell as a problem. Now, It's much worse.

maybe gallons are being spewed into the environment. This car should not be operated. I need to fix asap. Most of fuel seems to be coming from top of tank. This is my second 245. Both have a very difficult to get through seal over gas tank. I need to break through it to investigate top of tank and lines coming (and leaking) there. Haynes manual shows it as simple to open. NOT So! A very resistant to prying sticky pad is over the metal bottom of storage dept needed to be gone through to get to tank top. What is this substance? Considering I can't use any sort of grinder, metal cutting tool etc as their lot of fumes beniegh this alleged access panel, How do I get through this mess to get to the tank???

a.s.a.p. any help is needed before I go nuts and rent another car for another expensive week and get a tow truck to haul this environmental disaster away....just the ground pollution is enough to consider. We have a well and the latest gasoline additives are more toxic than ever.
