overdrive 200 1991

My 1991 240 will not shift into overdrive. The repair shop told me that it is not the relay or the solenoid. I asked if it was the kickdown cable. He told me that it checked out ok. He is basically told me I need a new transmission at $2300. At the same time this started, the rear electric defogger comes on without me depressing the button. Are these problems some how related? Any help would be appreciated.
