auto trans shifting reluctantly 200

My '93 240 is reluctant to shift into 3rd.

It will, at about 45-50 mph under normal circumstances, or if I manually shift to second and then back to third.

Overdrive doesn't engage until about 60.

Any suggestions as to what might be the problem?
