Brake pedal pumps to floor when stopped - 1989 240

Recently the brake failure light came on and was diagnosed as moisture in the switch in the junction block, it was fixed. I can pump my brake pedal to the floorboard when stopped (car running). Is this normal? I forgot to mention this action to the Volvo tech, but at the time of moisture repair he said the brakes were good.
