Lazy Overdrive 200 1981

Hi Y'all...Quick overdrive question
My problem: The overdrive ('81) is taking longer and longer to kick in. It used to turn on on demand, but now we have to warm up for about 10 min. before any action.
My questions: a)Is this a switch or a solenoid issue? b)Any suggestions? And c) how easy to fix on a scale of 1-10!
