Engine Racing when Cold 900 1995

Our 1995 940T with 90K miles had started acting weird in the cold. It always would idle a little higher when it was cold, but lately on some mornings it will really race to the point where it can maintain 40 mph without stepping on the gas on a flat road. Other mornings, when the temperature is the same, it doesn't do this. Even when the temperature sensor indicates that it is fully warmed up (about 5 minutes) this continues for maybe another 5 minutes. Eventually it will return to normal, but in the meantime it feels like it has a mind of its own and wants to race. When you shift out of park and into gear it really jumps.

The throttle body was cleaned a few months ago and the idle was perfect until about 2 weeks ago, so I don't think that is it.

Any thoughts?
