Should both caliper pistons move in equally when Brake Pressed 1988

I was changing Front Brake Pads on my 88' 740 Wagon, Bendix Caliper, Non ABS. I noticed uneven Wear on inside pad drivers side. Secondary piston is seized. When brake was pressed by my friend only the primary piston moved on passenger side, However I could push secondary piston in on passenger side so that side was not seized. Should both pistons move equally when pressed?
