1982 dl - sat for month and a half now runs horribly 200 1982

Just inherited a 1982 DL. 2.3l engine. Month and a half ago, ran like a top (claims the previous owner). Sat for a month and a half, and now it barely runs. Can barely start on any incline. The previous owner had a new timing belt put in it right before it sat, I would assume that with a new timing belt the timing was actually done, but it feels like the timing is WAY off. Any thoughts? She is a beauty, and I want to turn her into my daily driver, so I am committed to fixing her - I just need some direction.
