Fuel pump relay buzzing 200 1987

Kids 87 240 DL decided not to start the other day after rain. Checked fuse up by battery and it is good. Cleaned up corrosion on fuel pump tabs in main fuse box. Tried another fuel pump relay known to be good. Trouble is fuel pump relay buzzes when key is turned on and car won't start. Fuel pumps do run and sound good when jumping fuse 4 to 6. Car will also run when these fuses are jumped. Your thoughts are appreciated
