tightening steering pump pully& dash warning lights 200 1979

Hi again all. Thank you all for steering me through my alternator problem. I am in a waiting game now on that topic, this question might however, have to do with that also. On my dash, all the warning lights come on sometimes when I down shift. At the rpms this happens, I am not near stalling, the wagon doesn't bog down, they just come on then go back off as I come to a stop and take it out of gear. I was not driving through water, either, that was my first thought. I did just replace the voltage regulator, might that have caused this problem? I went with the cheapest I could find due to lack of $$$. I know it is the correct replacement, I asked the parts guy to double check, with the one I took out of my wagon. Also, is there a trick to tightening the steering pump pully? I know I need a engine mount on that side(will do both, next week, and tranny). I need to drive 250 miles to a friends garage I just need it to make the trip. Steering pump belt comes loose, I believe, and slips draining my battery. New mounting hardware, or lock washers?
