86 240 fuel problems 200

my 86 240 wont start i replaced the fuel pump relay with a used one today and it still wouldnt start i put a jumper between 4 and 6 in the fuse pannel and both pumps came on. can anyone help me? all fuses are good and there is power going to the relay connecter. can anyone help me?
