Blower Motor Fan Speed Problems 900 1995

I am having trouble with a 95 960's ACC Blower motor-- There is no longer a 5th speed. If I step through the fan speeds position 4 and position 5 are now the same speed...there used to be a considerable difference in both sound and volume of air moved. When control is set to AUT, the max the fan will blow is equivalent to postion 4. No problems with positions 1 through 4. What could be the problem? Fan Resistor pack? Thanks...
