O2 sensor voltage check. 200 1988

After an emissions fail NO2 3271 ppm instead of a limit of 0805, I tried to check the voltage on the O2 sensor. I suspect it is bad. New cat converter 2 years ago. The voltage from the O2 sensor starts off at ~ .5 volts and steadily drops. If I increase the throttle the voltage increases then decreases again. When letting go of the throttle the voltage goes negative then steadily climbs to about .025 volts and does not change. I left it alone for 2 mins and its still reads about 0.025 volts. After increasing the throttle again it seems to go right back to .025 volts. Isn't this too low?

Does this mean the O2 sensor is bad?
