Question about using a torque wrench 200

I finally picked up a torque wrench. I've been just guessing for quite a few years. Anyway I tried to use it to torque my rear shock nuts, but it did not work like I expected. It is one of the ones where you dial in the torque you want at the handle end. I was expecting the ratchet to start slipping when it reached the set torque, but it just kept turning. I did make a clicking sound. So is this torque wrench defective, or it the click to let me know it has reached the set torque. I am a little worried that I over tightened the nuts on the shocks. I backed them off and retightened them my old "feels tight enough" way.
