turbo performance? 700

This is a very basic question. i am looking at buying a 740/940 turbo and want to know how to tell if the turbo is working properly. On the last one I drove, the boost gage needlewent to a little to the left of straight up and stayed there. Is that the normal position?? This car didn't seem to h ave the power I thought it should, but I am totally unfamiliar with these cars. This particular car had about 150000 miles and was clean in all other respects. Thanxs.
