92 940 just failed inspection 900

Hi guys - just wanted to run this by you before I place my groton order. My wife just took her 92 940 (non turbo, 161k) for our annual state inpection (TX). It failed - NOX was too high - but not by that high of a margin.

The tech suggested I replace the cat. converter. I believe it's original - as I put a cat-back exhaust system on it less than a year ago. Should I just go ahead and replace it? Or should I consider replacing the O2 sensor first? I get one more 'free' go-round for this inspection - so I want to get things right before I return. I told the tech (over the phone) that the car doesnt' have an egr valve - and she thought the 02 sensor might be bad, or the timing off. The timing is not off - and I know the 02 sensor is original. As far as condition and if the engine is tuned - yes - I definitely stay on top of this.

What do you boys suggest I do? Thanks and best regards!
