where /how /drill for calipers,seems to be a need for a spacer? 544/122 disc 444-544

i understand the need to drill but there does not seem to be enough metal to dril and make the caliper secure even if there were the caliper then would not alloww the rotor to slip all the way on ,about 3/4 in.too short,,help.....kris
