1980 Volvo 240dl only runs at high rpm? 200 1980

We have a 1980 240dl, had the head redone, pretty much all new compondents like the spider and all. Heres the story, car only runs at high rpm, and will stall if you let it down. We are pulling the engine to replace the oil seals, any body done this? While its out it would be nice to fix the problem with engine running if its easier to do while out.
