Seat belts 700

I bought a electric seat switch cluster from a breaker in California. It is smaller than European ones. Looking on e-Bay, I notice that the whole bin/cluster design is different on US cars. Someone told me that US seatbelts have two rolls, one on B pillar and one on the seat itself. Is this true, why is this? Any ideas?
