244 Turbo Temp Checks 200 1983

My Temp. gauge runs at 3/4 on the dial @ 210 degrees. Would this be about right? If so what would I do to get it down? I have a 195 degree thermostat in it. Note....the heater fan is broke, very little heat gets to the cab from the heater core. I'm using a good ray gun to check, the 210 was taken at the thermostat cover housing. I'm not sure if the heater core is actually plumed in, I'll check.
