Undercarriage Rust 200 1986

Let's see if I can explain this correctly. My undercarriage is rusting, big holes. It appears that it hasn't reached the floor pans yet, they actually look really good. How easy of a fix is this? How expensive? Does it affect the car structurally?

As I said, on not so close inspection, meaning the car hasn't been up in the air - I've just stuck my head under, it only appears to be the undercarriage metal. I'm sure it is worse than that because my luck is horrible. Anyway, I wear a womans size 9 shoe and my foot can fit in the hole (don't ask).

BTW, I did a search and mostly found info on floor pans, not the undercarriage (I don't even know if I'm referring to it correctly).

Also, the car is dry inside, no water leakage that I can find, unless it's coming from bad window seals but we've had a good bit of rain in PA lately and the interior has remained dry.
