#7 fuse (Cooling Fan) Keeps BLOWING. 700

Hi guys what does it mean if your #7 fuse for the cooling fan keeps on blowing. I check it and then notice that it blows every time I put a new one in. Could this be a relay issue? Swap it out with a new one and all should be fine? Tell me what you think.
