aw71 hanging on to gears 700 1987

My '87 740 Turbo is hanging on to low gears, the transmission shop serviced it, fixed the kickdown cable, and told me to give it a few months and it would get better, but it hasn't. The Haynes workshop manual very briefly mentions a "kickdown marker", and I am now wondering if the empty mounting hole in my accelerator pedal arm should have this "marker" in it, and if so, would its absence cause the "hanging on to the gears" behaviour?
