Fuel problems serious now! 745T 700 1992

This is a follow up to my other post fuel filter problems...weird ones.

Today for about an 1 houn the car ran fine, but after turning the car on again later, it wont drive faster than 20 mph and the RPM's wont go over 1500 unless you floor the pedal down. Then it backfires 5 or 6 times and then the car moves on normally.
I also notice that the turbo meter is about in the middle (between vac. & boost)the whole time the car is acting up.
The car is not backfiring in neutral and revs up fine, but when you put in drive the problems begin.
The car is also very hard to start, i've checked the fuel filter, pump, throttle wheel and ran the injection component test everthing checks out ok.
I ran the OBD and got 3-1-2 (signal missing for knock related fuel enrichment)What should i check or (hopefully not) replace. How?
