Heater Blower only runs on high 700 1985

The subject title says it all. I have just replaced the fan, a one wire fan, with a $25 new one from Advance Auto Parts. While it does now blow air and not squeal like screaming child (nothing against children, I love children, I was once one myself, best analogy I could find), it still only operates when set to high. Suggestions?
