Wiper arm not moving! Please help! 900 1995

Hi,

I have a 1995 960, and my passenger side wiper arm quit moving today in the rain. The drivers side works fine, but the passenger side wiper is totally lose and when I move it, feels like it got disconnected from the other wiper gear or something. The wiper arm wiggles around and is basically lose, how would i go about fixing this? When I opened the hood, I saw that there was a bolt on top of the wiper arm, should I tighten this or do I need to go under the wiper and get to the motor and all? Please help, I don't know much about fixing cars! Thanks in advance!
