Headlamps not working 200 89

I got in my trusty 89 240 wagon this morning to drive through the snow to work and discovered my headlamps weren't working. The sidelights will come on, but the main headlamps won't. I can "flash" the high beam, but it won't stay on.

Does this sound like a relay problem? If so is that the white relay in the driver's footwell near the fusebox. And if so, is there a way to test whether this is the problem, or is it just a case of replacing it?
