740T not starting at all 700 1988

This is on a 3-week old battery whose quality I do not question. Starter motor isn't even coming on when I turn the key in the ignition. I thought it might be a fuse but the fuse panel looks to be a mess, and I can't decipher how to use the little tool. Any thoughts?
