Loud Brakes! 200 85

Imagine a 400 lb. table scooting across a hardwood floor. This is beyond a screach. It sounds like an eighteen wheeler. I recently replaced the front pads with Raybestos pads. I should have been patient and waited for a set of PBR's. Would my car (recent buy) originally have had shims that were left off along the way? Would this correct some if not all of the vibration? The rotors look almost new and I loaded the backs of the pads with brake quiet. Any suggestions would be greatly valued.
