engine hesitation, no turbo boost 200 85

I just bought an 85 240 Turbo and drove it approximately 300 miles in Washington State, USA. It was driving fine on the way over a mountain pass and through some desert, but upon driving it the next day, I realized it doesn't work properly. It sounded like there was an air leak, so the bolts were tightened on the turbo and that cleared up the problem. BUT, it can't go up hills now above 20 mph and the engine goes up to 3500 rpm before shifting. The turbo boost will only go right to the line between yellow and black now. Help please. My car is in a small town and am afraid that local mechanics won't be able to work on it properly. Thanks for your help if anybody has any ideas.
