idle problem on 940GLE 900 1991

Hi, I own a 940GLE with 16 valve engine. Lately i notice that whenever i switch off the air cond. and the car is stationed, the rpm indicator is bouncing up and down between 600 and 900. However i do not have this problem when i switch on the air cond. i have tried changing idling valve, air mass, cleaning fuel injectors, spark plugs but of no avail. can anybody out there please help ???
