heater control valve 900 1984

well it's -35 c and the car has no heat. 760 gle with acc system. a new heater control valve was recently installed because the old one was apparently sticking closed. the heater works fine down to about -15 c but below that, if the vehicle is left parked outside and cools off, we get nothing but ice cold air in the defrost mode and of course, no fan in other modes. vehicle will warm up completely and it still churns out icy wind. heater hoses in and out of firewall are warm. if car is in a heated garage, things unstick and it resumes normal function. it doesn't seem to be a door opening problem because when thawed, all doors and vents seem to open normally and function correctly. if system is not stuck (as when parked for a while in a heated area), you can proceed to drive around all day in -35 temps and heater functions correctly.

anyone else have this problem? is it possible that the brand new valve is faulty or any other ideas. it's a bit of a chilly trek to work these days.
