Heater blower 700 1989

When the blower quit working, I checked the input voltage and found it was getting 12 volts (approx) in positions 1 through 4. I pulled the motor to replace it, but first checked the operation by connecting it to the battery with jumpers. It turned powerfully and freely. Can anyone explain this problem?

I don't have an ammeter so I couldn't check the input under load.
