Burning Smell & Other Stuff 200 89

In my search for my "new" 240 wagon, I looked at a pretty nice '89 with 104K miles that I can get for about $3400. When I took it for a test drive, it felt like the rear brakes were binding, maybe the emergency brake (the rotors looked ok). Then I noticed a burning smell near the rear passenger side, forward of the rear wheel. It may have been from the binding brake pads. Is there anything electrical in that area? It did smell a lot like burning insulation.

Two other things- the AC compressor pulley didn't look like it was turning true- it looked a little out-of-round. And there was electrical tape wrapped around the stem of the shift selector. I have no idea why anyone would do that. The guy selling it only had it a couple of months, and his wife doesn't like it.

Oh yeah, no maintenance records, otherwise I would have jumped on this. I may go back for another look.
