overdrive difficulty 700 1990

I have a 1990 GL Wagon with 104,000 miles. Overdrive will not engage when the car is cold. Once it warms up(much longer now that the weather in San Antonio has gotten cooler) shifting is fine. I thought it might be the overdrive relay so I bought a new one and installed it. No difference has been noticed. Any ideas would be appreciated.
