1991 240 Dashlights, headlights fluctuating, bright to dim

Hello,
My trusty 240 has developed an issue with fluctuating headlights and dash lights.
Like a dummy, I replaced the battery just figuring that it was a bad cell in the battery, and it was around 12.0 - 12.5 VDC while running at the battery. It is not the battery. Now I am guessing that it is the alternator brushes? I do need to replace the alternator bushings anyway..... Thanks!
