Door handle binding 200 1990

Hi, My 240 wagon just developed a new problem. The inside drivers door handle will not pull back to open the door. The outside handle works fine. If I put the power window almost all the way down the inside handle will work again! Roll up the window some and it's in a bind again. Any clues?
