Volvo 244 89 windshield wipers and horn stopped working 200

Hey guys,

So a couple weeks ago i was driving in the rain and my wipers stopped working. I was puzzled because i just replaced my wiper motor last year, but still i checked it and seems to be fine. I managed to inch home ok. My horn has also recently not been working and stopped working a month or so before this, but i also just replaced my horns with new ones. The first thing i did was check fuse #2. I cleaned the connections and replaced the fuse and it moved a tiny bit but then nothing. I then noticed that fuse #2 keeps blowing every time i replace it and gives off a burning smell everytime. So it seems i have identified the general problem of too much current. I've been doing research and finding similar forums for blown fuses but none specifically for fuse #2. People mention melted wires, wires with worn insulation, and weird instances where previous owners have messed something up. As far as i can tell nothing like that is going on. My sterio has also been on the fritz but not entirely sure if that is related. The only thing i can think to do is test everything with a multimeter but i'm not entirely sure where to start. I have one of those cheap multimeters from harbour freight and definitely need to get better at using it (or need to just get a nicer one). If anyone has had this specific problem or any has ideas so i'd be very grateful. Thanks.
