Wrongly cut key from VIN?

I ordered a key made from the VIN at a Volvo dealer for a 1993 240 and it doesn't work. Has any one else had a wrongly cut key from the dealer? I don't have a key to compare it to. A two-owner car and no indication that the locks etcetera have been changed. Of course I double-checked the VIN. Thanks, Mike T.
