Loose seat backs ES 1800

I'm refurbishing a pair of seats from an ES. The lever which tightens/loosens the seat backs doesn't grip as well as it should and the seats push back as soon as I lean back a little bit. Looks like there's a stack of several washers behind the lever that are supposed to tighten up when the lever rotates. Any advice on how I should proceed?
