IACV problems 200

1993 240 wagon

Problem: high idle

IAC Valve is clean, it works.

I clamp off air hose to IAC valve and idle drops to normal.

So something is interfering with the ECU telling IAC valve to close.

Where is the sensor for this and how do I test?
