Diagnostic LED will glow at me when button pressed, will not talk to me afterwards. 200 1989

With the code lead inserted into socket six, I depress the test button for 2 seconds, the LED lights, then nothing. The LED does not blink trouble codes.o

Does this indicate a bad ECU

Other symptoms:
Starter cranks,No start
Replace fuel relay, engine cranks, no start
Unplug Air Mass Meter, engine cranks, no start

bridge fuses 4 and 6, under car fuel pump runs
crank engine with fuses 4 and six bridged, still no start.
