loss of power when cold 200 1992

When my wife's 240 SW is cold it has no power going up the first hill. It's fine after it warms up. I did a full tune up which perked it up, but it still has the same overall problem. It has a 2-3-2 error code. I could start throwing parts at it, but I would love some ideas. O2 sensor? Thanks in advance
