LH Jet Elevation Issues 200 1984

Has anyone had issues with their LH Jet Volvo losing power at high elevation?

Drove over the Sonora Pass on California SR 108 awhile back. The summit is at 9,600' and an approximately 20% grade. The car ('84 245, B23F, M46) gradually lost power on the climb to the summit. I kept downshifting until, at the summit, I was in 1st gear. I couldn't get the car to go faster than 20 mph (4,000 rpm). On the other side of the pass, power came back but I was still limited to about 30 mph in 2nd gear. Was going to drive into Nevada but the car did not seem capable so I turned around and headed back. Once I hit around 7,000 ft on the way back the car came to life and ran normally.

Plugs, wires, cap/rotor and all filters are less than one year old.

Any ideas? I'd like to head that way again before the end of the summer.
