Horn issues 200 1991

Troubleshooting the horns on the 91 240. The yellow wire has 0 volts with ignition switch off and maybe 0.75 volts with ignition switch on. Fuse #2 looks OK and the wipers on the same fuse work fine. Horns blow when directly connected to a 12 V battery.

On the ground side the black wires do not show connectivity to ground with horn buttons pressed or not pressed.

So, it looks like I need to get into the steering wheel to check the contacts there but what about on the positive side?
